They should be measured on a life cycle basis (and more for indirect impacts). Tailpipe emissions are just a tiny tip of the iceberg. Therefore, this information is interesting for air quality after combustion of fuel in the engines of a truck but irrelevant to make a full comparison with fossil fuels.
