Solar for Schools Act Introduced

U.S. Rep. Gabrielle Giffords (D-Ariz) has announced the introduction of legislation that would make it more affordable for schools to install solar power systems. The Solar Schools Act was announced during a day-long tour of Tuscon, Arizona that highlighted the state’s burgeoning solar industry.

“School buildings are used most heavily during the day, during the same hours that solar energy generation is highest,” Giffords said. “Making it more cost-effective for schools to install solar-generating systems will lessen our dependence on foreign oil and save money for cash-strapped schools.”

The Arizona Leadership Solar Bus Tour was hosted by Giffords along with the Arizona Economic Resource Organization, the University of Arizona and SCF Arizona. Giffords, who is a member of the House Science and Technology Committee, is one of the leading proponents of solar energy and has installed solar panels on her own home. Last year, she introduced the Solar Technology Roadmap Act which was approved by a bipartisan majority in the House last October.

“Tucson is rapidly becoming a national leader in solar-related businesses and in the installation of solar panels,” said Giffords. “The border area of southern Arizona is one of the best areas in the world for the generation of solar power, with more than 300 days of sunshine every year.”

The new Act would combine two solar development approaches: financing a solar installation project through tax exempt bonds and the ability to claim the investment tax credit – making solar energy more affordable. Ultimately the Solar Schools Act would enable schools to use the proceeds from tax-exempt bonds to enter into pre-paid contract for renewable energy.

    Grid-tied solar PV is too expensive to be viable. A 1 kW system costs “somebody” about $5000 and will save the community about $50/yr in fuel.

    That’s a 100 yr simple payback.

    Better to teach the kids economics than waste taxpayer money on this boondoggle. This Congresswoman might take an economics lesson too.

    hey Joe Solar,
    which fossil fuel company do you work for? your math is not only wrong, it’s out-of-date. Check out Bernie Sanders 10 million solar roofs bill. Check out the already generous federal and state tax incentives that, combined with what Mr. Sanders and Ms. Giffords are proposing, will make it a no-brainer for practically anyone to install solar hardware for electricity and hot water production. Not only that, but the coming Smart Grid, along with distributed electric generation, will push our country even further towards a Green Energy Future. Say goodbye to fossil fuels, Joe Solar. They’re days are numbered.

    The probelm with naysayers of solar economics is that they do not really know how to calculate the savings on the installation of solar energy on your home. We quite often have seen many payback periods of less than seven years and electric bills of less than $8.00 after our installation. The first calculation is the entire electric bill represents a number of variable costs including taxes based on KWH used. If the KWH is reduced, the taxes are also reduced. Then the subsidies kick in to make the ROI come in quicker. The system is going to last for 30 years and the electricity rates we pay will probably increase five fold in that time. Over the long run, it is a no brainer investment. Any one not on the band wagon should contact us immediatley and learn the facts.
